Operating Guidelines

1. Objective

In face of the new situations of rapid global scientific development, deepening international exchanges and cooperation, and interaction between different cultures, the significance of science education has gained wide attention globally. Teenagers are the fresh troops and majorforce of scientific development, and science education requires collaboration from all sectors of society. Belt and Road International Science Education Consortium (hereinafter referred to as BRISEC)continuously promotes the coordinated development and common prosperity of the international science education through extensive cooperation among government departments, scientific organizations, schools and enterprises.BRISEC serves as a coordination mechanism and high-level science education collaboration platform to boost resource and informationsharing, personnel exchange, as well as deep cooperation among members. All members join and work under BRISEC on a voluntary basis.

2. Structure 

The BRISEC has one president and four vice-presidents. Members of BRISEC include member organizations and individual members. Member organizations should nominate or recommend individual members toperform duties on behalf of member organizations.World renowned scientists or experienced educators are also 

encouraged to be individual members. There are also secretariat 

and working panels under the BRISEC.

3. Presidency and Vice-presidency

3.1 Presidency

Electoral system is adopted with a term of three years. The president should be recommended by members and elected by members during the annual meeting. The president of BRISEC will:

·be responsible for chairing the annual meeting;

·owns the right to recommend the next presidential candidate;

·providing guidance on the activities, meetings and training 

programs carried out under the framework of BRISEC; 

·recommend and mobilize influential organizations in the field of science education to join the BRISEC and jointly promote the wide attention and participation of all social parties in science education;

·actively mobilize members to perform their responsibilities. 

3.2 Vice-presidency

Four vice-presidents offer guidance on the work of the four working panels. In the absence of the president, one of the vice-presidents will perform the president’s duties on his/her behalf. When any vice￾president is unable to perform his or her duties, the member organization represented by the vice-president shall have to submit a written notification to the secretariat and recommend a new candidate, which will be submitted by the secretariat to the president for approval.

4. Participation in and resignation from the BRISEC

4.1 Member organizations comprise international organizations, regional organizations and country organizations. They should lay a certain working basis on teenager science education, be able to affect a certain number of teenagers and science instructors, and possess the ability to organize teenager science education exchange activities;

4.2 Member organizations share the spirit of “Belt and Road Initiative” and join the BRISEC on a voluntary basis;

4.3 More than one organization within each country shall be allowed to join the BRISEC;

4.4 A written application is required for a new organization to join, and will be submitted to the BRISEC by the Secretariat for reviewing and approved by the annual meeting;

4.5 Each member organization should nominate or endorse one person as an individual member of BRISEC. Individual members shall fully understand the work of the organization. If any individual member is unable to participate in meetings and activities under the framework of BRISEC, a representative may be designated to perform his or her duties on his or her behalf; any member organization may change its representative after submitting a written notification to BRISEC; 

4.6 World renowned scientists and experienced educators with passion to promote international science education collaboration are also encouraged to join BRISEC as individual members and should be recommended or indorsed by a member organization; 

4.7 If any member organization resigns from BRISEC, a written notification will be required; if any member organization fails to perform its responsibilities for three consecutive years, its BRISEC membership shall be cancelled, and its individual membership of BRISEC shall be cancelled accordingly. On every three years’ annual meeting, the work of member organizations under the framework of BRISEC shall be submitted to the BRISEC by the Secretariat. The list of disqualified member organizations will be approved then.

5. Rights and Responsibilities of Member Organizations and Individual Members

5.1 Actively participate in the work of BRISEC;

5.2 Be accessible to secretariat and other member organizations;

5.3 Work as part of a team toward fulfilling the BRISEC’s objectives;

5.4 Recommend and mobilize more influential organizations in the field teenager science events under the framework of BRISEC; under the framework of BRISEC; of science education to join BRISEC to jointly promote the wide attention to and participation in science education;

5.5 Being encouraged to use the science education resources developed 

5.6 Enjoy a certain priority during the participation in the Belt and Road 

5.7 Being encouraged to share local resources, jointly develop resources with other members, promote and localize the application of above resources;

5.8 Being encouraged to work together with other members on mutually interested topics in forms of teacher training, forums, seminars, etc. to enhance the capacity and skills of science instructors;

5.9 Actively select qualified teenagers to participate in the Belt and Road teenager events under the framework of BRISEC and activities organized by other member organizations;

5.10 Being encouraged to co-host science competitions and exchange activities with diverse themes and of various types on a voluntary basis;

5.11 Promote exchanges and cooperation among teenagers, science educators, scientists, etc. among countries;

5.12 Submit information on member organizations’ science education work, science contests, exchange activities and teacher training, etc. in May and November each year to the Secretariat for sharing with other member organizations;

5.13 Full communication with BRISEC shall be required before member organizations carry out any kind of events in the name of BRSECC. And detail information about the events should be submitted to the Secretariat for review and recording in advance;

5.14 Member organizations and individual members shall perform their responsibilities on a pro bono basis.

6. Working Panels

The BRISEC consists of four panels:

6.1 Panel on teenager science education events Members are encouraged to fulfill the following responsibilities:

6.1.1 Promote science contests and exchange activities for teenager under the framework of BRISEC and mobilize more countries to participate in, etc. Belt and Road Teenager Maker Camp & Teacher Workshop;

6.1.2 Co-host science competitions and exchange activities with diverse themes and of various types on a voluntary basis;

6.2 Panel on science instructor development Responsible for mobilizing member organizations to jointly work on teacher training, forums, seminars, etc. to enhance the professionalism and skills of science instructors.

6.3 Panel on science education resources Responsible for promoting member organizations to share local science education resources, guiding them to cooperate in the development of science education resources and promoting their application and promotion in their own country.

6.4 Panel on Informatization

Responsible for promoting member organizations to build and co-build online science education platforms, share local science education resources on built platforms, guiding them to facilitate science education through digital channels taking advantage of ICT.

All individual members shall join at least one panel. The secretariat recommends individual members of panels after consulting relevant individual members and submits the list of members to the BRISEC for its consideration and approval.

7. Responsibilities of the Secretariat

The secretariat is permanently located in Children & Youth Science Center of CAST and takes responsibility for:

7.1 Holding the Belt and Road Teenager Maker Camp & Teacher Workshop every year, and actively improving the quality of the event;

7.2 Organizing the BRISEC annual meeting and drawing up the meeting plan based on opinions from individual members;

7.3 Actively promoting cooperation among member organizations in the share their working achievements and information and drawing up the BRISEC's semi-annual report accordingly; field of science education;

7.4 Strengthening the ties among member organizations for them to 

7.5 Actively ensuring that member organizations and individual members enjoy their rights and fulfill their responsibilities.

8. Working Mechanism

8.1 Annual Meeting

The annual meeting shall be held, and each individual member should attend the meeting. The secretariat shall collect and compile suggested topics from individual members, and provide the final meeting agenda with the president’s approval. 

8.2 Semi-annual Report

The members shall submit information on their science education work, and their science contests, exchange activities and teacher training, etc. in May and November each year, and the secretariat shall compile a semi-annual report.

9. FinancialArrangement

In general, when hostactivitiesand conferences under the framework of BRISEC, hosting memberorganizationsshall bear the relevant local costs of participants including accommodation, meals, local transportation,etc. It’s expected that member organizations will bear the international travel expenses of its individual members that serve on BRISECin principle.

9.1Each member organizationtakes responsibilityfor:

9.1.1Related costs of cooperation with other members, such as applying scienceeducation resources, co-organizing training and forum, etc.

9.1.2Related costs within member organization’s country/ region of organizingteenagers and science teachers to participate inevents 

under the framework of BRISEC;

9.1.3Travel costs of individual members to participate in events under the framework of BRISEC.

9.2The secretariat takes responsibility for:

9.2.1The operating costs of the secretariat;

9.2.2The annual meeting expenses as well as the accommodation and related expenses of individual members connected with 

participation in annual meeting;

9.2.3Costs related to activities held in China under the frame work of BRISECand local costs of participants.

10Interpretation and Modification of the Guideline

10.1The power of finalinterpretationshall bevested inthe secretariat;

10.2ThesecretariatshallhavetherightinrevisingtheGuidelineof BRISEC,whichwilltakeeffectafteritisreviewedandapprovedbyall member 

organizations.

He was Co-chair of Task Force “Science, Technology and Innovation” of the United Nations Millennium Project 2002-2005; Member of the Board of Trustees of Engineers Against Poverty, U.K;Member of the International Commission for Education for Sustainable Development Practice, Earth Institute, Columbia University 2006-2008;Member of International Advisory Board of Grand Challenges Canada and Member of the National Economic and Social Council Kenya.

He served with the National Electricity Board, 1961-1979. He then founded and was CEO of Tenaga EwbankPreece and later KTA Tenaga 1980-2002. He became aPartner of EwbankPreece Consulting Group, UK; He was a Board Director of UMW Holdings Berhad 2000-2008; a Commissioner of the Energy Commission of Malaysia 2005-2009;and a Council Member of BadanWarisan Malaysia (Heritage Organisation Malaysia), 2005-2009.

He is founding Secretary General and Senior Fellow of the Academy of Sciences Malaysia; the founder President of the ASEAN Academy of Engineering and Technology; Foreign Fellow of the Australian Academy of Technological Sciences and Engineering; and a Corresponding Member of the Pan-American Academy of Engineering. He served as a founding Board member of the InterAcademy Council (IAC) of the world’s scientific academies 2001-2004. He served as Special Advisor to IAC Co-Chair on Sustainable Energy 2008-2009 and Advisor to the Minister of Science, Technology and Innovation Malaysia 2006-2007.

He was Co-author of the UN Millennium Project Science Technology and Innovation Task Force Study Report “Innovation: Applying Knowledge in Development”, 2005. He published his autobiography “Think Malaysia, Act Global” September 2010. He was awarded the Jang YoungSil Grand International Science and Culture Prize, Korea; the Malaysian State Awards of DPMP and KMN and the Honorary Officer in the Order of Australia (AO)



Prof. WU Xiangping

Vice president

China

Xiang-Ping Wu is a professor of astrophysics at National Astronomical observatories, Chinese Academy of Sciences (CAS) and also the member of CAS. He has been engaged in doing research on cosmology including gravitational lensing, clusters of galaxies and epoch of reionization. He built the 21 Centimeter Array in the Tianshan Mountains of western China, the first low-frequency radio array dedicated to the detection of the epoch of reionization. He is currently leading the Chinese SKA science team toward transforming our understanding of the universe. Prof. Wu has served as the Dean of the Faculty of Astronomy and Space Science, University of CAS since 2017 and the Director-General of China Association of Children’s Science Instructor since 2020.

Prof. Dr. Seyed Komail Tayebi

President, ECO Science Foundation (ECOSF)

Pakistan

Prof. Dr. Manzoor Hussain Soomro is the Founder President of ECO Science Foundation (ECOSF) since its establishment in December 2011. He is a renowned Pakistani Scientist with brilliant academic career. He has been a Gold Medalist at Masters Level and earned Ph.D with extra honours from the University of Reading, England in 1987. His professional focus has been on research and promotion of Science, Technology and Innovation (STI) as well as Science Education over the past 35 years. Dr. Soomro has previously served as Chairman of Pakistan Science Foundation (PSF), Director General of Pakistan Scientific and Technological Information Centre (PASTIC), Director General of Pakistan Museum of Natural History (PMNH), Professor of Plant Protection at the Sindh Agriculture University Tandojam, Chief Scientific Officer in PSF, and Coordinator/National Expert of a six-country Regional Programme in the Food and Agriculture Organization (FAO) of the United Nations.

Professor Manzoor Soomro has made outstanding contributions in the field science, technology research, policy management and Science, Engineering, Technology and Innovation (SETI). He is credited with establishing strong linkages between scientific research projects and their commercialization. He has demonstrated outstanding scholarship and extraordinary service to the scientific community in the ECO Region and globally. He is recipient of prestigious international and national academic awards and scholarships, and has always remained a top performer throughout his academic and professional career.

Prof. Soomro is highly credited and recognized for his extraordinary contributions in the establishment of the ECOSF as its Founder President, which is a premier Scientific & Technological promotion organization and a Specialized Agency of Economic Cooperation Organization (ECO). ECO is a 10-countries Inter-Governmental Organization. Under his exceptional leadership, ECOSF has achieved significant milestones and has promoted SETI in the region. He is popularly known for being a strong proponent of Inquiry Based Science Education (IBSE) and Youth Science Programmes in the ECO region and beyond for being the pioneer who launched and implemented the IBSE pedagogy and has implemented IBSE learning approach across the educational systems and human development, especially at schools, and promotes science education at grass root levels not only in the ECO region, but also at global forums. Prof. Soomro also promotes women in education through IBSE for STEM subjects.

Prof. Soomro has led and implemented over 30 Industrial Projects in Pakistan Science Foundation. He has developed and implemented science programmes with S&T Institutions, Universities, Provincial & District Governments, Scientific Societies and NGOs active in scientific and educational programmes for the masses. He is an architect of many major scientific programmes for international cooperation in Pakistan.  In recognition of his contributions in the field of science education and strengthening cooperation between Pakistan and France, the French Republic bestowed upon him their erstwhile Civil Award “Order of Academic Palms” in 2013. He has to his credit 6 industrial patents, 9 gene sequences and over 190 publications including books, book chapters, research papers and popular articles. He serves as the Regional Editor (West & Central Asia) of the Journal of Science, Technology Policy Management and Editor-in-Chief of the Pakistan Journal of Nematology. Besides, he is a Member of the Boards of Governors of numerous International Centers and Learned Bodies including ISTIC Malaysia, IRIS Iran, IAP SEP, Asian Innovation Forum & Asian STI Think Tanks Network (ASTN). He is also the Vice President of the Belt and Road International Science Education Consortium (BRISEC) under the patronage of China Association for Science and Technology (CAST) and the Children and Youth Science Center (CYSC) of China.


Ms. Ganigar Chen

Vice president

Thailand

Ganigar Chen is the Vice President of the National Science Museum, Thailand. She has background in Biochemistry and Ph.D. in Lifelong Education.  She has been working in informal science education and science communication for more than 20 years and long experiences in international partnership among global science museum network.   

Dr. Chen has a leading role in organizing several nation events related to science such as the Thailand National Science and Technology Fair, which is one of the largest science festivals in the region and she works closely with science festival network collaboration in other countries.  She also works on international projects in citizen science and science enculturation including on risk communication, science communication on health issues, science literacy, Sustainable Development Goals (SDGs) and many other topics.   

Dr.Chen is now an active executive committee member of The Science Society of Thailand Under the Patronage of His Majesty the King working on STEM education and public science literacy.  Also, she is an executive committee member of Asia Pacific Network of Science and Technology Centres (ASPAC) and works on promoting collaboration in STEM/STEAM exchange education programs, museum management, and exhibition development program in the region.
